SEOUL, June 10 Asia Pulse - The government is taking steps to introduce a new policy in the cell phone service market aimed at allowing fixed-line telecom or non-telecom companies to enter the market without their own networks, the Ministry of Information and Communication said Thursday.

The new measure, which is called a mobile virtual network operator (MVNO), is aimed at encouraging effective competition in the country's 16-trillion-won (US$13.8 billion) mobile phone service industry, which is now dominated by SK Telecom Co (KSE:17670).
