New York state's personal income tax burden increased slightly between 1989 and 1990, bumping New York up to second place on the "ten worst" list of states that impose the heaviest taxes on personal income.
A new report from the U.S. Census Bureau says that the effective state personal income tax rate in New York last year was 4.04 percent of personal income, up from 4.0 percent the previous year. The national average was 2.21 percent.
