SAN JOSE, Calif. _ The U.S. Anti-Doping Agency has improved its chances of banning athletes from this summer's Olympics based on suspicions of drug use, according to two memorandums dated June 1 and obtained by the San Jose Mercury News on Sunday.
First reported by the Washington Post in Sunday's editions, one memo states that the court standard known as "beyond a reasonable doubt" no longer applies in arbitration hearings for cases initiated after March 1. A second memo refers to documents collected during the federal investigation of Balco Laboratories, a Burlingame, Calif., nutrition company. It says arbitrators can hear ...
