Jun. 14--HIDALGO, Texas -- "Viva Hidalgo!" shouted City Manager Joe Vera.
"Viva Hidalgo! Viva Hidalgo!" repeated the crowd as mariachi performers broke into song Sunday afternoon at the McAllen-Miller International Airport. They were all welcoming the return of delegates from the National Civic Leagues' All-America City competition in Atlanta, Ga., where the town of less than 8,000 people was named Saturday as an All-America City.
Hidalgo was first named as a finalist in April, when judges narrowed the field of applicants from 49 to 30. Hidalgo was the only city in Texas to make the finalist cut and was one of only ...
