A YEAR or so ago, I told one of Tony Blair's people that I was baffled, first about why the Prime Minister wanted a third term and second, about what he thought he might accomplish if he got one.

How could any sane person want to endure the strain of occupying Downing Street for more than eight years? How could any politician fool himself that things he has not achieved in two terms will become possible in a third ?
