May 28--SAN FRANCISCO -- After four years of fierce lobbying by the wireless industry and consumer groups alike, the California Public Utilities Commission Thursday narrowly passed a landmark set of rules defining the rights of California cell phone customers.

The so-called Consumer Bill of Rights, authored by Commissioner Geoffrey Brown and approved on a 3-2 vote, is the first of its kind in the nation. Industry watchers say it is likely to inspire similar regulations in other states as well as legal challenges by the telecommunications industry, which asserts the rules will be overly burdensome and lead to increased consumer costs. ...
