May 27--In a clear sign that growth in the region has shifted, Jefferson County edged past St. Louis County for the first time last year in the number of permits issued to build houses.
The swap in position relegates the area's most populous county to third place when it comes to a key measure of future house construction.
And it raises the profile of St. Louis County's neighbor to the south, once a hilly, wooded mass of undeveloped land that is slowly turning suburban.
