May 26--WASHINGTON -- The U.S. dairy industry cannot make milk protein concentrate cheaper than foreign competitors, a federal commission found, suggesting imports of MPC will continue to be a volatile issue.

Government policies and U.S. farmers' relatively high costs of production are both contributing to MPC imports, the U.S. International Trade Commission reported. The agency said imported MPC replaces millions of pounds of milk that farmers could otherwise sell to plants but does not seriously hurt farm-level milk prices.
