Apr. 13--If everything had gone smoothly, a beach restoration project in parts of Destin and Walton County would have begun by now.
As things stand, however, the project has been set back months as the state's Department of Environmental Protection, Walton County and Destin review the work they've already done, in light of petitions filed with the DEP by property owners opposed to the restoration.
Al Breithaupt, a beachfront property owner in Destin and a member of Save Our Beaches Inc., a nonprofit group opposed to the project, said the heart of the issue is private property rights.
