CHICAGO _ Ed Uhlir was asked the same question everywhere we went on a hard-hat tour of Millennium Park, an ambitious project growing, belatedly, along Michigan Avenue in the northwest corner of Grant Park on Chicago's lakefront.
Will it be done on time, Ed?
Sure, replied the easygoing Uhlir, who is manager of Mayor Richard M. Daley's pet project.
