Jun. 21--ONTARIO, Calif. -- It's just a survey, but to Ralph te Velde it represents so much more.
When te Velde, an Ontario dairy farmer, received the survey this spring from the South Coast Air Quality Management District, he filled it out and sent it back in to the Diamond Bar-based agency.
For the 72-year-old dairy farmer, the survey represents another attempt by the government to regulate his industry, but this time, instead of water, it's air.
