Apr. 22--SACRAMENTO, Calif. -- State election officials accused Diebold Election Systems of jeopardizing the March primary by selling California counties a poorly functioning voting system that was inadequately tested.
The partially tested equipment contributed to the malfunction of hundreds of voter-card encoders in Alameda and San Diego counties, according to a report released Wednesday by Secretary of State Kevin Shelley after a five-month investigation.
