BAGHDAD _ Over a farewell lunch this month at a Manhattan restaurant, the outgoing U.S. ambassador to the United Nations, John Negroponte, gave friends a simple description of his new job: transfer as much power as possible to Iraqis, as quickly as possible.
It was classic Negroponte _ a deftly discreet comment on what diplomats call the most sensitive and challenging embassy post in the world.
Negroponte was sworn in Wednesday in Washington as the first U.S. ambassador to the sovereign post-war Iraq. The 64-year-old veteran troubleshooter will take on America's largest embassy operation, with some 1,700 staffers.
