At the height of the Cold War, President Ronald Reagan famously said to the leader of the Soviet Union, "Chairman Gorbachev, tear down this wall" -- referring of course to the Berlin Wall.
Tear down the walls was also the mantra of the Reagan administration's approach to the financial services industry. Early in the fall of 1981, the President's first year in office, Treasury Secretary Donald Regan forcefully called for the deregulation of financial services.
