Mar. 31--Minnesota isn't winning with better weather.
A more vibrant high-technology economy, however, is helping Wisconsin's neighbor to the west bask in the glow of greater economic prosperity.
Minnesota improved and Wisconsin slipped in the Milken Institute's latest state-by-state list of who is hot and who is not in the new economy.
In the independent economic think tank's 2004 State Technology and Science Index, Minnesota climbed to No. 8 from the No. 10 position in 2002. Wisconsin fell to 27 from 25.
