Mar. 18--Fort Sam Houston got a fresh start Wednesday when its commander launched a landmark $1.37 billion effort to improve housing on base by turning the job over to a private developer.
The new approach could provide a new lease on life for the old post as a new round of base closings looms.
Flanked by a Defense Department housing official and a top executive from Lincoln Military Housing, Brig. Gen. Daniel F. Perugini signed a "partnership certificate" that establishes a commitment to craft a community development plan for Fort Sam.
