Mar. 11--BOSTON -- A state-funded insurance plan created to expand health coverage to every Massachusetts resident 18 and younger now has a waiting list of 10,757, and health-care advocates worry that number could soar in the coming months.

The Children's Medical Security Plan, which provides preventative health-care services and other limited benefits to children and teens, had its enrollment capped in November 2002 amid sweeping budget cuts.
