Jun. 23--BAGHDAD -- Over a farewell lunch this month at a Manhattan restaurant, the departing U.S. ambassador to the United Nations, John Negroponte, gave friends a simple description of his new job: Transfer as much power as possible to Iraqis, as quickly as possible.
