Feb. 13--FRANKLIN, Ohio -- A request by a Middletown taxi company to do business in Franklin is shaping up to be an exercise in government regulation for City Council's planning and economic development subcommittee.

City Manager Jim Lukas presented the subcommittee with four pages of proposed regulations during its meeting Thursday that addressed everything from fare rates to tire tread.

Lukas said Franklin's ordinances for taxi operations haven't been updated in more than 30 years, and some were out of date with other cities. Lukas said his proposal was "on the stringent side."
