New Mexico Senate Passes Restrictions on New Wells in Depleted Aquifers.

Feb. 5--SANTA FE, N.M. -- The Senate passed a bill Wednesday to give the State Engineer's Office the authority to deny new permits for domestic water wells in areas where the aquifer has been depleted.

The 22-20 vote came after a lengthy debate and after Democrats successfully beat back numerous Republican-sponsored floor amendments to place additional conditions and restrictions on the bill.

The bill's sponsor, Carlos Cisneros, D-Questa, said that as the law stands now, anyone with $5 for a permit can drill a new well, even in areas where the water source has nearly run dry.
