Jan. 2--SOMERSET, Mass.--A federal environmental appeals board will try to digest 88 different arguments and 88 counterpoints before it judges the fairness of requiring some significant changes in water use at the Brayton Point power plant.
The owners of the Massachusetts facility made their points last month, basically arguing that new restrictions on the plant's use of water from Mount Hope Bay are biased and illegal.
The U.S. Environmental Protection Agency filed its 185-page response last week -- as Rhode Island Attorney General Patrick C. Lynch and lawyers representing Save The Bay and other environmental interests ...
