ORLANDO, Fla. _ As 2003 comes to a close, Orlando Mayor Buddy Dyer is capping off a year that began with a giant budget deficit and finished up with deals for three new downtown projects that would expand the city's skyline.
He took office when the city was $23.6 million in the red, forcing him and the City Council to slash projects and cut nearly 250 positions.
