DULUTH, Minn. _ Tom Chapin had a problem. It was dark on the night before the Minnesota fishing opener, and he could see that three men in a fishing boat on the Mississippi River were catching walleyes illegally.
Chapin, then a conservation officer with the Minnesota Department of Natural Resources at Grand Rapids, was sitting on shore watching the men with binoculars. Finally, it occurred to him how to catch them. He would swim the 60 feet to their boat.
