Jun. 30--A U.S. District Court judge on Tuesday temporarily halted enforcement of a new Minnesota law that would have prohibited cell phone companies from significantly changing customer contracts without the customers' written permission.

The law, passed in the last legislative session, was supposed to go into effect Thursday. But several national and regional wireless carriers argued in federal court in Minneapolis Monday that the state was improperly trying to regulate cell phone rates, something only the federal government can do.
