2004 JUL 5 - (NewsRx.com & NewsRx.net) -- Defying a state ban, city officials are poised to approve New Jersey's first needle exchange program for intravenous drug users in hopes of stemming what one health official calls an "epidemic" of HIV and AIDS.
The sterile needle program would permit the city to give away clean needles to drug users in exchange for used ones, a practice that opponents say can encourage or condone illegal drug use.
City council, which has already approved the measure once, is expected to give final approval June 16, 2004, setting the stage for a court fight with state officials and Atlantic County Prosecutor Jeffrey Blitz, who say ...
