- Indirect taxpayers may be spared an education cess in the forthcoming federal budget. The cess is unlikely to be levied on the indirect taxes - customs and excise - in view of administrative difficulties. The reality of insufficient absorptive capacity in primary education infrastructure has prompted the ruling United Progressive Alliance government to consider excluding indirect taxes from the cess, at least for the present.
