Nothing goes as planned in the cauldron of chaos that is called Iraq, so it was only fitting that Iraq's new leaders took over formal control two days earlier than scheduled - a move intended to foil attacks by ruthless insurgents whom U.S. forces so far have been unable to defeat.
The turnover of limited sovereignty marks a critical juncture in the evolution of post-war Iraq.
