The nature of municipal solid waste (MSW) management in the United States has changed markedly in the past 15 years. The finalization of regulations under Subtitle D of the Resources Conservation and Recovery Act (RCRA)--a lengthy process extending from 1988 to 1993--began a cascade of events that is still unfolding.
