BELFAST, Northern Ireland _ No one here is exactly sure what an "act of completion" is, but British Prime Minister Tony Blair says he wants one from the Irish Republican Army.
The consensus is that it should be something more than the formal act of contrition that the IRA offered its civilian victims last July, but undoubtedly it will be less than the total IRA disbandment that some Protestant unionists are demanding.
Hanging in the balance is the Northern Ireland peace process, which was suspended last October after police uncovered an IRA spy ring operating inside Stormont, seat of the Good Friday power-sharing agreement ...
