WASHINGTON _ A proposed constitutional amendment banning gay marriage is almost certain to be defeated in the Senate on Wednesday. But for supporters of the measure, including President Bush, the goal isn't simply a legislative victory.
Just as with last year's marathon Senate debate on stalled judicial nominees, Republicans are pressing ahead with a vote they fully expect to lose. The reason: It'll keep their conservative base happy and force Democrats to cast what could be a difficult vote for some of them in an election year, political analysts said.
