TWO HOURS after darkness has dropped its magical cloak over this city of cobbled streets, church spires, and fairy-tale castles, I find myself outside a new restaurant just outside the city center. "Private," says our Czech host. I've been here less than a full day, but it doesn't take a Milton Friedman to grasp the distinction immediately.
