During the decades of a conservative federal government coalition under chancellor Helmut Kohl, the progression towards equality of homosexual relationships before the law that was witnessed in neighboring countries seemed impossible in Germany. As the prime example of that progression, the Netherlands, surpassing all other countries in the world, granted full rights to homosexual relationships, including the fight to adopt children.
