WASHINGTON _ An independent commission on the Sept. 11, 2001 attacks is wading into the volatile subject of stepped-up law enforcement in the war on terror and its impact on civil liberties.
Law enforcement's response to the terror threat is shaping up as a major focus of the commission investigating the attacks.
But as testimony before the National Commission on Terrorist Attacks Upon the United States yesterday made clear, there are sharp divisions over the need for more aggressive police tactics and whether that approach may in the end do more harm than good.
