Jul. 11--Three years ago, when backing from the public and local lodgers appeared strong, the proposed convention center was something supporters had hoped would have broken ground by now.
Steering clear of a local tax to pay for it and with the lodgers tax hitting its ceiling, the mechanism of a $2.50 surcharge on hotel and motel rooms did have the support of the Lodgers Association, and was passed unanimously three times by the state Legislature before being signed into law by Gov. Bill Richardson.
