Belgium.
On July 12, the Commission announced that it had decided to pursue infringement proceedings against Belgium (Flemish Region) for breach of EU environmental law. The legal action began in October 2003 when it accused Belgium of breaching a 1985 Directive requiring environmental impact assessments to be carried out on certain public and private projects (Directive 85/337/EEC amended by Directive 97/11/EC). The Commission is pulling up the Flemish Region for failing to carry out an assessment of major roadworks on the 'Leien Boulevard' in Antwerp.
