The Secretary of Defense has stated that "Transformation is not an event--it is a process." It is best served by combining innovation and experimentation with new business processes, technologies and revolutionary operational concepts. In light of today's emphasis on transformation, it is not surprising that the Department of the Navy Chief Information Officer (DON CIO) has sponsored two pilots over the past 18 months aimed at operationalizing KM.
