Texas State Employees' Pension Fund Falls Short.

Dec. 11--Retired state employees won't see increases in benefits for the foreseeable future, the result of lagging stock market returns, bare-minimum payments by the state and a surge in the number of retirees.

Investment return by Employees Retirement System of Texas' $17.5 billion pension fund has also trailed the average large public fund and the system's own target.

As a result, the employees' system has slipped into a funding shortfall -- a slight one -- for the first time since 1991, the system's actuarial consultant told the agency's board of trustees Wednesday.
