Dec. 11--Cities and counties began feeling more pain from state budget cuts Wednesday as the first of their smaller checks from the reduced car tax started arriving, knocking millions of dollars out of budgets for public safety and other local services.

Los Angeles city and county officials, angered and frustrated at the threats to their funding, warned on Wednesday of plans to file legal action against the state as well as go to the voters to guarantee future support.
