Nov. 19--VIRGINIA BEACH, Va.--Workers at Forbes Candies Inc. sat at a long table and engaged in the company's version of high-output production.
Methodically scooping molten chocolate from a stream in a heated vat, two employees plopped it into dozens of rows on parchment paper, then waited for it to set in the climate-controlled, chilled air.
