Nov. 13--Joanne Mounce hasn't heard of SB2, but she should know all about it.
As the controller for a Stockton business employing 25 workers, Senate Bill 2 -- the Health Insurance Act of 2003 -- could have a major financial impact on a business like hers. But she is by no means alone in her lack of knowledge about the new law.
Passed by the Legislature on Sept. 12 and signed by Gov.
