Nov. 15--Santa Barbara County added 3,800 jobs in October, but the unemployment rate ticked higher, according to the state's Employment Development Department.

Commuters who live outside of the county but come into the area to work account for the seemingly conflicting data, said Bill Freed, of the California EDD.

"The unemployment rate counts only the residents of Santa Barbara County, but the total number of jobs in the county can be filled by people living somewhere else," he said.
