I've always said I'd be rich if I could just get someone to make a four-inch magnum shotshell and a shotgun in which to shoot it. But in fact, if you put a good pattern on a bird that is within range, it's in the bag--and the length of the shell is of little consequence. We Americans love our magnum shotguns, but our British counterparts have been successfully shooting upland game such as grouse and pheasants with seemingly puny 2 1/2-inch shells for many decades.
