Jul. 22--WASHINGTON--On the eve of an independent commission's report on the Sept. 11 attacks, Republicans and Democrats found themselves locked in a partisan battle Wednesday over who bears the greatest blame for the suicide hijackings.
The White House and Republicans in Congress sought to shift more of the responsibility to the Clinton administration, saying that the terrorism threat had been building for more than a decade without adequate response by a national security apparatus run by Democrats.
