Oct. 2--TUALATIN, Ore.--It's little wonder why, nearly two decades ago, critics questioned the basic sanity of the Tualatin City Council for courting high-tech firms by creating a special urban renewal district in an area that featured little besides scrubby shrubs and sprawling tracts of dirt.
High-tech wreck seemed more like it.
Yet today, despite two deep national recessions and the recent and highly publicized tailspin of the high-tech industry, the move is looking more and more like sheer genius.
