Sep. 15--Cobb and Clayton are just the kinds of counties legislators were thinking about when they created the special purpose local option sales tax, a penny added to each dollar of retail sales.
With major regional shopping centers in both counties, and Clayton standing to collect sales taxes at Hartsfield International Airport on all transactions, the counties are situated to draw a lot of money from people who don't live in them.
The counties expect to raise nearly $1 billion over five years. How that money is collected and spent will be important to voters facing tax choices Tuesday in the two counties. In addition, ...
