Aug. 26--TRENTON, N.J.--Controversial rules compelling New Jersey communities to provide affordable housing will be dramatically altered under a proposal approved yesterday.
The plan was hailed by municipalities long resistant to bringing lower-income residents into their boundaries, and was decried by housing advocates as undermining the right that New Jersey residents have to affordable housing.
