Oct. 24--First the nation's consumers got a do-not-call list. Now a do-not-spam list is in the works.

The backlash against spam prompted the U.S. Senate on Wednesday night to unanimously pass the "CAN-SPAM Act of 2003." The bill -- formally the Controlling the Assault of Non-Solicited Pornography and Marketing Act -- seeks to regulate unsolicited commercial e-mail and establish a national do-not-spam list.

The bill also allows for fines as large as $3 million for some types of illegal spam. It bans spammers from disguising their identity by using a false return address or a deceptive subject heading, and it bars them from ...
