Jul. 25--Slowly but surely, British taxpayers are being softened up for a wealth tax. Cheered on by left-wing think-tanks, whose latest "Big Idea" is that governments should redistribute assets as well as income, senior Treasury officials already believe that home-owners should share more of the gains from the house price boom with the exchequer.
Last week's suggestion that huge increases in property taxes are needed to pay for local councils is therefore bound to re-emerge with a vengeance after next year's general election.
