Corporation Counsel Michael Cardozo has a simple formula for cutting the city's nearly $600 million annual tort liability bill-run the Law Department like a private law firm.
In the two years since he was recruited for the job from big law firm Proskauer Rose, Mr. Cardozo has been hell-bent on revamping the entire department. For the first time in recent history, its lawyers work in groups by case specialty, track how they spend their time, and concentrate on winnable lawsuits while quickly settling the most problematic claims.
