WASHINGTON _ Although this week's revelation that North Korea has a nuclear weapons program was seen as startling by many, in fact it comes after many years of U.S. diplomatic maneuvering that skeptics say showed signs of failure all along.
For more than a decade, the United States pursued a program of nudging and coaxing North Korea into compliance with international treaties that allow United Nations-sponsored inspections of nuclear sites and stockpiles of material such as uranium.
